Following the Covid 19 meeting which was held on April 17, 2020, here are the measures that will be implemented on the de-containment procedure, under the direction of the Ministry of Sports – Text: Denis Masséglia, President of the CNOSF
1- Resumption of professional sport and activity of high level athletes:
From May 11 – proposal that athletes resume training. The MS will propose the implementation of the sports continuity plan prepared during confinement with the possibility for athletes to join sports equipment and practice in a format yet to be refined. Persons concerned: a ministerial list of athletes could be authorized to resume sports activities within the framework of an established equipment list
2-Resumption of outdoor sport for the general public:
the French should be able to “run, walk and roll” outside in “normal” conditions from May 11
Proposal to resume closed-door competitions for the professional leagues until the end of the season.
4-Establishment of a health and medical doctrine:
On the basis of what will be proposed in inter-government and what will be worked on by the network set up by the DS which is the leader on this file. Several components can be proposed
o Compulsory pre-recovery medical check-up for athletes. Will be offered by the medical network. As far as tests are concerned, the national doctrine will apply. Recovery protocols with application of sanitary gestures in training models will be proposed.
o Health doctrine for the return to high intensity practice for NHSs
o Medical and health doctrine for the French who will resume a sporting activity
o Adaptation by sport discipline of health rules
5- Resumption of associative and federal activities
Given the difficulty of resuming sport overall, proposal to structure the recovery in 3 stages:
1st stage: from May 11 to June 15 th:
Resumption of sports activities only for sports associations wishing to help resume the reopening of schools (and therefore not outside this school framework). Concretely, proposal that the sports associations make a local service offer coordinated by the FDs to allow the duplication of classes (1 part of the weary will run while the other part will do sport). 14 federations already have an agreement with the National Education. Reflection in progress to offer them priority mobilization.
2nd stage: from June 15th :
Associations wishing to do so can resume their activities in small groups (proposal to set the limit at 30 people). Beyond this resumption of activity in small groups, proposal that sports associations can join the national system that will be implemented around a “vacation plan”: that associations can formulate a service offer around sports courses for children with a priority for audiences who will not go on vacation and which is estimated at around 200,000 people.
3rd stage: August / September:
Back to school: return to “classic” activities (respecting health rules and social distancing probably still in force). Resumption of federal activities: CNOSF and CPSF are leaders and in charge of seizing and mobilizing the federations. MS firm advisers on these files: Eric Journaux, Cécile Mantel. Karim Hérida wishes that the Sports Movement very regularly (1 to 2 times a week) meet with federations to organize work on this file. Request a note from the CNOSF on the scenarios for resuming activities in this context.
Resumption of activities in the commercial sports field (auto circuit, racetracks, etc.):
Proposal that these activities resume gradually from May 11. Objective: to reopen everything from June 15 because high added value in economic, tourism and health. Attention: complete recovery but always within the framework of health doctrine
The Ministry will pass on an operational flowchart of the management of de-containment with the names / contact details of the referents to the cabinet and to the DS on these subjects.
